The implementation of new nuclear projects is a difficult, but not impossible task

In 2025, BULATOM focused its activities on several parallel processes in the sector: the reliable operation of Units 5 and 6 of the Kozloduy Nuclear Power Plant, the development of the project for Units 7 and 8, the progress of small modular reactor (SMR) technologies worldwide and nationally, as well as the preparation and presentation to state institutions of the Association’s vision for the development of nuclear energy with a horizon to 2060, and a consolidated report on generating capacities in the energy sector for the third consecutive year. In parallel, work continued on attracting new members.
The Association’s main message over the past year has been that in order to maintain the state of Bulgarian energy at least at its current level by 2060, and to ensure environmental compliance, affordable prices, and security of electricity supply for new IT consumers, the country must undertake concrete and timely actions. Alongside the construction and commissioning of Units 7 and 8 at the Kozloduy site, Bulgaria should actively begin the implementation of a project for two additional new energy units of 1000 MW each by 2040.
There is strong competition in the electricity sector
Nuclear energy has been accepted at the political level worldwide, creating conditions for planning and constructing new nuclear facilities in many countries. Nevertheless, the sector faces institutional, regulatory, technical, and financial challenges that lead to slower implementation of new projects. Increased safety requirements necessitate the introduction of new and complex technological solutions, often without accumulated references, which results in a significant rise in the cost of new nuclear units.
At the same time, Bulgaria is witnessing intensive development of the RES sector — solar and wind parks, battery systems, and several pumped-storage hydropower plants are being built or planned. Combined with existing thermal power plants, this creates strong competition in the electricity sector. Against this backdrop, the main advantage of electricity from nuclear power remains its relatively low production cost, which is currently partially reflected in the pricing system for households.
At the national level, the leading nuclear project is the construction of Units 7 and 8 at the Kozloduy site using AP-1000 technology, whose implementation is progressing as planned. In parallel, discussions and initial steps are being taken toward the introduction of SMRs in the country, with the main challenge being the early stage of development of this technology worldwide.
BULATOM’s activities in 2026 at national and international level
BULATOM will continue to fulfill its main mission — supporting the development of nuclear energy in Bulgaria through targeted activities in several key areas. At the national level, the Association will monitor and support, within its capabilities, the operation of Units 5 and 6 of Kozloduy NPP, as well as the development of the project for Units 7 and 8. In parallel, scenarios for the development of nuclear energy with a horizon to 2060 will be developed, and opinions will be presented to the competent state institutions. Among the priorities remain the organization of the traditional BULATOM nuclear conference in Varna in June, activities to promote nuclear-related professions among students, and the expansion of the Association’s membership.
At the international level, BULATOM will actively participate in the working groups of Nucleareurope and in joint initiatives with related organizations from Romania, Turkey, and France, with the results being shared with the Association’s members and relevant institutions.
At the beginning of 2026, BULATOM will hold its regular General Assembly for reporting and elections, where the activities of the past three years will be reviewed and a new Board of Directors will be elected.
